Manufacturing industry is undergoing a major transformation, driven by digitalisation, advanced manufacturing technology adoption, and the need to enhance competitiveness, value chain sustainability and resilience.
In this context, the Northern Portugal Smart Specialisation Strategy (S3 NORTE 2027) identifies Industrialisation and Advanced Manufacturing Systems (ISAF) as a priority domain for strengthening regional innovation capacity and accelerating knowledge transfer to industry.
The CLEVER – Capacity Building for Industrialisation and Advanced Manufacturing Systems in Northern Portugal project provides the strategic framework for Regional Smart Specialisation Platform (PREI-ISAF) implementation, promoting collaborative, innovation-driven governance.
The project brings together organisations from Portugal's scientific and technological system, interface centres, collaborative laboratories and sectoral associations to identify R&D needs, promote entrepreneurial discovery and strengthen stakeholder capabilities. It also aims to consolidate PREI-ISAF as a permanent collaboration platform, enhancing Northern Portugal's competitiveness and industrial transformation.
PROPOSED SOLUTION
Integrated model Implementation for PREI-ISAF capacity building and development, structured around four complementary action areas: (1) platform management and coordination, (2) capacity building and dissemination, (3) smart specialisation value chain development, and (4) strategic skills and competences planning.
This approach will strengthen smart specialisation governance mechanisms, foster collaboration across the regional innovation ecosystem, and create the conditions for identifying and implementing strategic investments aligned with S3 NORTE 2027.
The project also includes strategic studies, comprising European benchmarking, an assessment of the ISAF industry in Northern Portugal, and the identification of R&D and innovation needs. Their findings will support action plan development, roadmap definition and collaborative initiative implementation.
In parallel, dissemination, networking and entrepreneurial discovery activities will engage companies, technology centres, higher education institutions and public authorities, contributing to an integrated and sustainable vision for the regional industrial ecosystem.
CCG/ZGDV CONTRIBUTION
CCG/ZGDV contributes to PREI-ISAF consolidation through its expertise in advanced digital technologies, artificial intelligence, information visualisation, intelligent systems and industrial digital transformation..
The main activities include:
- Support for innovation opportunity identification, entrepreneurial discovery process development, and stronger collaboration between Portugal's scientific and technological system and industry, fostering key enabling technology adoption for advanced manufacturing systems evolution.
- Participation in capacity building, dissemination and stakeholder engagement activities, contributing to strategic knowledge generation, collaborative initiative development and project results enhancement.
CCG/ZGDV's contribution strengthens PREI-ISAF's capacity to drive sustainable industrial transformation based on innovation, digitalisation and effective knowledge transfer to Northern Portugal's industrial sector.
